Healthcare of Future

Healthcare is a crucial segment of public interest with a direct impact on human capital, economy and well-being of the nation. Every decision we make directly affects all of us today, but it also shapes the healthcare system for the next decades and generations. The modernization of hospitals, digitalization of processes, investment in equipment and staff education, as well as systematic monitoring of treatment outcomes, are not luxuries or optional upgrades — they are essential prerequisites to ensure that every citizen receives high-quality, accessible, and timely care.

What are Treatment Outcomes?

Definition

Treatment outcomes are measurable changes in patient’s health that occur as a result of medical care.

Measurement and Standardization

Outcomes should be measured in a standardized and comparable way across institutions and countries in order to:

  • identify what brings the best results,
  • compare and improve practices,
  • enhance the quality of healthcare.

Types of outcomes

  • Clinical outcomes: mortality, survival, complications.
  • Patient-reported outcomes: disease symptoms, pain, functional ability, quality of life, ability to perform daily activities.

Patients must be involved in defining outcomes to ensure that results are relevant and focused on what truly matters to them.

  • What should next-generation hospitals look like—and how many do we need?
    • Are we thinking about the hospitals of the future from the procedural, technological and architectural perspective that truly reflect real healthcare needs?
    • Should we repair outdated facilities or build modern hospitals of the future?
    • Are today’s hospitals aligned with the needs of a modern healthcare system?
  • Do we have an equipment renewal plan based on real population health needs? Are we monitoring the efficiency of diagnostic devices and procedures?

  • Is primary healthcare available to every citizen at the moment they need it? Is communication with family doctors adapted to modern channels? Is the system for prioritizing patients in primary care efficient and fast enough? Can general practitioners schedule patients for key diagnostic tests within a reasonable timeframe?
  • Are specialists, diagnostic tests and procedures available to citizens within acceptable waiting period?
  • Is emergency care across Croatia able to respond quickly enough to provide care within the “golden hour” after injury or sudden deterioration?

Functional

  • Is the collected data easily linkable and applicable for the healthcare system and outcomes analysis?
  • Does e-Health function effectively? Do patient data and financial flows follow the patient throughout the patient pathway?
  • Are hospitals organized to ensure a multidisciplinary approach to each patient?
  • Are clinical guidelines up-to-date with the latest knowledge? Are they regularly revised? Do they enable personalized treatment and patient choice? Does the patient have timely access to all relevant information?

Sustainable

  • Compared to other EU member states, are we investing enough in healthcare?
  • Do we have a sustainable structure of revenues and expenditures?
  • Do we have a long-term financial plan for the next three years and for the end of the decade?
